To the Editor:

Michael Slackman's article on how Arabs view terrorism is an insidious piece ("Disentangling Layers of a Loaded Term in Search of a Thread of Peace," Feb. 26). In the guise of reportage he articulates a position that amounts to: the deliberate targeting of civilians is terrorism except when Israelis are the targets.

9/11? ? Yes, writes Mr. Slackman, that's terrorism. Beslan, Russia? ? yes, that too. And Bali, Spain, London. So what is different when suicide bombers attack civilians in the heart of Jerusalem or Tel Aviv? Well, that's resistance, at least according to the Arabs.

One would have thought that by this time in our history, when terrorism is the greatest threat to the future of mankind, that these kinds of absurd double-standards and rationalizations for terror would have been put to bed. The idea that Mr. Slackman not only reports on this kind of thinking but gives it credibility is tragic and harmful in the struggle that civilization must confront.
